VICTORIAN WHEELIE BIN & LATIN AMERICAN FESTIVAL

RULES AND SPECIFICATIONS 15TH APRIL 2006

The Thoona and District Progress Association Inc. are pleased to present “Wheelie Bin” racing and traditional music, dance and costume of Latin America, to be held on one day (Easter Saturday). To maximize the enjoyment for all participants and spectators the following rules and specifications for the Wheelie bin races are in place. These rules and specifications are to: minimize the risk of injury to any person or property and to ensure that there is equity and fairness in each class of race.

SECTION 1 General

1.1         Each bin entering in competition is required to pay an all inclusive fee of $10 which covers the cost of races and registration, upon payment, a bin No. will be issued. Early bird entry fee of $8.00 to all bins registered prior to race day.
1.2         The Organisers have the right to refuse entry to any person/s who:

    • §        Do not comply with rule 1.1 (above).
    • Are believed to be intoxicated to a degree that they impose a risk to themselves, others or property.
    • Fail to comply with safety regulations as outlined in section 3.


1.3         All entrants are to read and sign an indemnity form on registration.
1.4         Entrants wishing to hire a wheelie bin must read and sign the “Hire Only” section on the indemnity form (if bins available) and pay a $20.00 fee.
1.5         The Organisers have the right to add or delete events at their discretion.

SECTION 2 Classes

2.1         For 2006, there will be 2 classes only: UNDER 13 & OPEN All entrants must enter one class only – not both            
2.2         All bins to do a maximum of 4 runs (depending on time permitted)
2.3         Race results will be based on fastest times in each class.

SECTION 3 Safety

3.1         The Organisers have the right to disqualify and remove registration of any participant who displays any form of intentional behaviour which causes or is likely to cause injury or damage to themselves, others or property.
3.2         No wheelie bins are to be pushed with a passenger/rider in any place other than the designated race & practice area.
3.3         It is MANDATORY for all pushers/runners and drivers to wear protective clothing i.e. helmet, knee and elbow pads.           
3.4         No more than one driver and/or pusher are permitted in each wheelie bin per race; failure to comply will mean disqualification.
3.5         No intentional charging or interfering will be allowed with other competitors during events.
3.6         All participants must follow instructions given by all Officials.
3.7         The Organisers recommend that children under primary school age be restricted to novelty events i.e. Parent/Pusher race.

SECTION 4 Marshalling and Scrutineering


4.1         All entrants must be registered to enter any race.
4.2         All entrants must conform to relevant sections outlined above.
4.3         All bins must be at the starting grid 5 minutes before their scheduled start. SCRUTINEERING WILL BE DONE AFTER REGISTRATION.
4.4         Team registrations will commence from 11am Saturday morning.
4.5         Scrutineer’s decision is final.
4.6        All entrants will be given a driver’s briefing on racing rules and etiquette at 1.00pm prior to race commencement.

SECTION 5 Specifications

5.1         ALL BIN SPECIFICATIONS : Brakes and steering are compulsory.
5.2         Any protrusion that may be for decoration or aerodynamic purposes must be designed and constructed not to cause an injury in the event of a collision.
5.3         All bins entering any race must have a maximum of 4 wheels. 2 must be the original bin wheels and they must be functional and in contact with the road surface at all times, no wheel to be more than 26” (66cm) in diameter.
5.4         Bins are not to exceed a maximum length of 2m and width of 1.2m
5.5         NO WHEELIE BIN MAY BE PROPELLED BY ANIMAL, MECHANICAL OR MOTORISED MEANS.
